How Irish Rail is using geofencing to enhance safety across Ireland's rail network
Background

With record investment in the Iarnród Éireann Irish Rail network under the National Development Plan, Irish Rail has a range of planned works and improvement projects, as well as essential maintenance, across the network. Recently, to support these works and enhance the safety of those conducting essential maintenance, Irish Rail began using Tended’s technology to help prevent safety incidents and reduce the risk of incidents that might cause project and service delays.

Solution

The primary goals of this project were to:

  • Help to prevent the incorrect placement of protection equipment including worksite marker boards (WSMBs) and possession limit board (PLBs)
  • Improve visibility over plant such as Road Rail Vehicles (RRVs) to reduce the risk of points run throughs and plant accessing the worksite before the possession or isolation was granted
  • Support Irish Rail in ensuring that no equipment is left on the line at the end of engineering works to minimise possession irregularities

Tended working in partnership with AMC to deliver geofencing 

Tended and AMC Training & Consultancy work in partnership to supply geofencing solutions to the railway industry. This partnership is leveraging Tended’s advanced technology with the expertise of AMC, a specialist in providing the railway industry with safety training and tools to support the advancement of industry standards. 

Irish Rail partnered with AMC Training & Consultancy to deliver Tended’s geofencing technology across various projects for 12 weeks. Tended’s system was used to enhance safety for a variety of use cases, helping Irish Rail to achieve its objectives above.

Results

Mitigation of possession and protection irregularities: Tended’s system supported the correct placement and monitoring of WSMBs and PLBs, resulting in zero placement irregularities during the project. 

  • The correct location of protection equipment was mapped out on the Dashboard
  • Devices were then assigned to the physical equipment and placed on the infrastructure
  • On the Dashboard, the live movement of the equipment was monitored to compare live versus planned locations
  • Audible alerts were also provided to notify the team if boards were placed beyond their protection points

Prevention of equipment left on the line: asset locations were monitored live on the Dashboard, ensuring no equipment remained onsite after work was completed.

  • Devices were assigned to all equipment and plant onsite, and their live locations could be seen on the Dashboard at all times
  • If anything was left behind onsite at the end of the work, this would show up on the Dashboard
  • If the PICOPs attempted to close the worksite with assets still active, the Dashboard would alert them of this and show their exact location onsite

Worksite segregation: geofencing facilitated clear boundaries for worksites and areas of work and Tended’s devices helped plant remain within their designated zones, significantly reducing the risk of collisions or unauthorised entries or exits.

  • Tended’s devices were assigned to worksites and subsequently attached to plant such as RRVs
  • Should these RRVs move outside of their safe working limits, the device would trigger an alert to let the Machine Controller (MC) know 
  • Tended’s RAG View also allows for live monitoring of asset status, with red alerts triggered if plant were to move beyond the worksite limits
  • These alerts help to prevent the risk of collisions and ensure the safe movement of plant by notifying users if they enter unauthorised areas, for example where OHLE is still live beyond isolation limits

Prevention of points run throughs: Monitoring the proximity of RRV locations to points helped to prevent Road Rail Vehicle Controllers(RRVCs) from proceeding through them unauthorised.

  • While setting up the worksite on the Dashboard, the locations of all points were indicated using asset icons
  • Tended’s devices were then attached to RRVs operating around the site
  • The live location of these RRVs could then be monitored, including their proximity to the points locations and action could be taken if they got too close

Safe access and egress: Tended’s devices successfully ensured the safe entry to and egress from the worksite for both plant and workers.

  • The boundaries of the worksite were mapped on the Dashboard, including the location of the site access and egress points
  • Devices were attached to both people and plant
  • Upon entering the site access point, devices would give a confirmatory alert
  • If the infrastructure was accessed too early or at the incorrect location, this would trigger a warning alert from the device
  • This helped to ensure safe access and egress, so no people or RRVs entered a worksite before the possession was granted
